Adobe Reader is an easy-to-use editorial tool for PDF. It's free and readily available to anyone, editor and author alike. It has surprising depth in its editing and markup features, which have been expanded substantially in recent years. If you haven't explored Reader recently, or have only ever used it to view PDFs from the internet, you'll be pleased with what it can do now.
